The author of the biblical Book of Proverbs suggests that some projects have defeat built into their core. (Proverbs 17:11-13)

This is known as "the Abilene Paradox" and has to do with communication and decision-making.  In an Abilene paradox, a group of people collectively decide on a course of action that is counter to the preferences of many of the individuals in the group. It involves a common breakdown of group communication

in which each member mistakenly believes their own preferences are counter to the group's will and, therefore, they do not raise objections.
